MAR Management Solutions, LLC was founded by Eileen Alicea in 2001 and has been contracted by the National Oceanic and Atmospheric Administration to manage and facilitate projects related to marine affairs and environmental issues. In 2004, MAR received its 8(a) certification from the Small Business Administration.
